Clancy is a Municipal Engineer with a unique blend of management expertise and engineering qualifications. He has seen major generational changes in municipal engineering spanning over 53 years, including appointments as Local Government Engineer in England, Mauritius and Victoria. At ARRB Road Research, he pioneered the application of scientific road asset management in Vic, Qld, SA and NSW road authorities.
He is a Chartered Professional Engineer, Registered Professional Engineer for both Vic and Qld and has occupied Statutory Municipal Engineer positions both in Mauritius and Australia. Clancy also pioneered the adoption of AusSpecs design standards for land subdivision and the adoption of Digital A, D and O Specs for infrastructure assets that have now been widely adopted by Local Government in Australia and overseas.
He has been intimately involved as an assessor with both IPWEA (Vic) and Professionals Australia for the registration of professional engineers in Vic and Qld. Clancy is well renowned for his advocacy efforts with the Municipal Association of Victoria, Melbourne Water, Department of Environment, Land, Water and Planning in Victoria. His efforts have been rewarded through improved collaboration between all parties, resulting in the overdue recognition of engineers as key players in integrated water management.
He has also been very active in numerous joint working parties / expert groups with DELWP, MAV and Melbourne Water on Integrated Water Management, Stormwater Management, Flood Management and Mitigation. His past responsibilities included the planning, management and implementation of the Development Contributions Plans for major residential and industrial land developments in the City of Greater Dandenong.
